If you're on a budget:
Then resort to the monthly subscriptions/free tiers. However, if it's free, it shouldn't be bogged down by limitations that encourage you to subscribe. This means your candidates are:

If I had to choose, I would go with SoundQ if you're in the post space. Or, Sample Manager if music is also part of your sound business. If those traits don't define you, then the winner is SoundQ. You contain more perks such as complimentary sfx with it's free tier, and better access to world class sfx libraries to purchase if desired. When it's time to gear up, it'll only be a $10/m investment to access to more libraries, or sound credits if you need something more specific not offered.
If you take pride in owning your products:
Look, the subscription model, though accessible, is not for everyone. And if you want to work with the big dogs at a renowned post-audio studio, the revered and experienced sound editors working there will most likely be on either:

Basehead
They've just been around longer. Both have a loyal, older fanbase. And though the looks are dated, it makes up for its feature set. It's about getting the job done with precision and creativity.
Personally, I would go with SoundMiner. It's the industry standard for a reason, and the feature locks in Bashead make it difficult to justify given the price point. You can start small and continue to upgrade, and know with confidence that SoundMiner knowledge would look great on a resume.
